WASHINGTON, Aug. 17 -- The National Federation of the Blind, Baltimore, Maryland, has expressed strong opposition to proposed modifications to the regulations implementing Section 503 of the Rehabilitation Act of 1973 issued by the Office of Federal Contract Compliance Programs.
