WASHINGTON, June 28 -- The Town of Dalton has filed a plan with state regulators to create its own community power program, which would allow the town to procure electricity on behalf of residents and businesses. The New Hampshire Public Utilities Commission is now reviewing the proposal and has opened a period for public comment.
