HARRISBURG, Pennsylvania, Nov. 22 -- The Sierra Club issued the following statement on Nov. 21, 2023: * * * Today, Governor Shapiro announced that he will be appealing a recent lower court decision that blocked the Commonwealth's participation in the Regional Greenhouse Gas Initiative (RGGI) to the Pennsylvania Supreme Court. RGGI is the nation's first regional market-based program to set limits on carbon pollution, and generates funding for clean energy by requiring fossil fuel companies to  more PR
