WASHINGTON, Sept. 16 -- The U.S. Department of Commerce's National Oceanic and Atmospheric Administration announced that it expects to award up to 180 cooperative agreements for marine debris research. The agency description of the cooperative agreement states: "The NOAA Marine Debris Program (MDP), authorized in the Marine Debris Act (33 U.S.C. 1951-1958), provides funding to support eligible organizations to conduct research directly related to marine debris through field, laboratory, and mod more ST
