WASHINGTON, May 31 -- The Aaron Salter, Jr., Responsible Body Armor Possession Act, originally introduced by Sen. Kirsten E. Gillibrand, D-NY, on May 18, 2026, has been analyzed by the Congressional Research Service. The bill seeks to amend Title 18 of the United States Code to prohibit civilians from purchasing, owning, or possessing enhanced body armor, defined as armor that meets or exceeds specific ballistic performance levels established by the National Institute of Justice.
