WASHINGTON, Dec. 24 -- Sen. John W. Hickenlooper, D-CO, has introduced the Investing in All of America Act, aimed at enhancing investment opportunities for small businesses located in rural or low-income areas as well as those engaged in critical technology sectors. The proposed legislation seeks to amend the Small Business Investment Act of 1958 by allowing certain investments to be excluded from leverage limits, thereby facilitating greater access to capital for underserved enterprises.
