WASHINGTON, Sept. 16 -- Sen. Kirsten E. Gillibrand, D-NY, has introduced the 9/11 Memorial and Museum Act, aimed at providing a one-time grant to support the operation, security, and maintenance of the National September 11 Memorial & Museum at the World Trade Center.
