WASHINGTON, Sept. 16 -- The Guidance Clarity Act of 2025 (S. 81), introduced by Sen. James Lankford, R-OK, on January 13, 2025, has been analyzed by the Congressional Research Service. This legislation mandates that federal agencies prominently declare on the first page of their guidance documents that such documents do not possess the force of law and are intended solely to clarify existing legal requirements or agency policies.
