WASHINGTON, Sept. 16 -- Balanced Budget Accountability Act (S. 45), introduced by Sen. Steve Daines, R-MT, on January 9, 2025, has been analyzed by the Congressional Research Service. The legislation aims to enforce fiscal discipline by withholding congressional salaries if the Office of Management and Budget (OMB) does not certify that a balanced budget has been adopted.
The bill mandates that if a chamber of Congress fails to pass a balanced budget resolution by April 16 each year . . .
