WASHINGTON, Aug. 25 -- The Mid-Atlantic/Northeast Visibility Union has submitted comments to the U.S. Environmental Protection Agency opposing the agency's proposed Air Plan Approval regarding Washington's State Implementation Plan for the second implementation period of the Regional Haze Rule. In its public comment letter, MANEVU contends that the EPA's application of a fifth factor, the Uniform Rate of Progress (URP), is not permissible under the Clean Air Act (CAA).
