WASHINGTON, Aug. 25 -- The Pennsylvania Coal Alliance has submitted a public comment letter to the Mine Safety and Health Administration regarding proposed changes to roof control plan criteria that they believe need significant revisions. PCA, representing a vast majority of Pennsylvania's coal operators, expressed concerns over the regulatory implications of MSHA's proposed revisions that could hinder the state's coal industry.
