WASHINGTON, Aug. 13 -- Sen. Edward J. Markey, D-MA, has introduced the Protecting Small Business Competitions Act of 2025, a legislation aimed at enhancing opportunities for small businesses to compete for federal contracts. The primary goal of this bill is to codify the Rule of Two, which mandates that certain federal contracts be reserved for small businesses when there is a reasonable expectation that two or more small firms will offer competitive bids.
