WASHINGTON, Feb. 23 -- The U.S. Department of Justice's Community Oriented Policing Services announced that it expects to award a cooperative agreement for the training of first responders to prepare for active shooter situations.
The agency description of the cooperative agreement states: "Community policing is a philosophy that promotes organizational strategies that support the systematic use of partnerships and problem-solving techniques to proactively address the immediate cond . . .
