WASHINGTON, May 18 -- Sen. Cory Booker, D-N.J., has introduced legislation (S. 1514) to amend title IV of the Higher Education Act of 1965 "to require institutions of higher education that participate in programs under such title to distribute voter registration forms to students enrolled at the institution."
