WASHINGTON, Dec. 15 -- Sen. Jeff Merkley, D-Ore., has introduced a resolution (S.Res. 728) "amending rule XXII of the Standing Rules of the Senate to limit debate on motions to proceed."
The resolution was introduced on Dec. 13. It was referred to the Senate Rules and Administration Committee.
