WASHINGTON, Sept. 25 -- The U.S. Department of State's Bureau of Educational and Cultural Affairs announced that it expects to award a cooperative agreement for the English Fellow and Specialist Program that builds bridges of mutual understanding through exchanges of U.S. English language educators.
